Hope’s reasons for not accepting Thomas’ proposal boil down to being basically the same ones she fell for him to begin with. Thomas was a man who loved her, and only her, and didn’t want anyone else. But she’d been burned so many times by Liam’s waffling that she’s afraid to commit. It’s a terrible conflict to be in when she wants that committed love from Thomas, but she’s afraid if she commits to marriage she’ll mess it up. Thomas was very patient with her, but even without Steffy Forrester’s pushing him to dump Hope, he was losing patience. Steffy took it that Hope was only toying with him and never would marry him – perhaps she would have, perhaps not, but now she’s lost him forever.

Liam’s history of waffling between Hope and Steffy shows he too has a problem with commitment. He’ll tire of one woman and then want to return to the other. Or he’ll have a breakup with one woman and push himself into an instant rebound instead of letting himself heal. That’s a different problem than Hope has – she’s not a waffler. She fought her feelings for Thomas for months before acting on them, whereas Liam went for Steffy right away. As soon as Liam saw that kiss in Rome, with Hope initiating it and not Thomas, he set his sights on breaking up Steffy and John “Finn” Finnegan. Steffy, however, kept putting the kibosh on his mating calls.

Hope tells Liam he will never love only one woman and stick with her, no matter if it were her, Steffy, or someone new. Then he’d be waffling between three women in possibly rapid succession, and Hope couldn’t deal with that anymore. But neither could she deal with the fear of failure of marriage to Thomas. There seems to be something stuck in Hope’s subconscious telling her that if she marries Thomas, the pattern of being left for another woman will happen with him. Truly, Hope needs to deal with her own fear of commitment before another romance, whether it be a reconciliation with Thomas or anyone else.
