David Snively, Interim Police Chief of Policing, was not aware that he would be leaving the scene with his emotions raised when he answered an officer’s call for assistance in arresting a driver.

Snively led the Morrow Police Department, which responded to a call for assistance in an arrest. Police arrived on the scene and discovered that the suspect was becoming hostile during routine traffic stops.

This situation should have been resolved by a simple agreement between police and driver. However, the driver refused to comply with instructions.
